Yoorrook Truth be Told - Official Public Record

Tabled in Parliament 1 July 2025.

Yoorrook Truth be Told is the Official Public Record and draws on the evidence given to Yoorrook, in addition to secondary sources, to provide a detailed account of the history of the State of Victoria from the start of colonisation. Written in the tradition of First Peoples’ approach to storytelling, it blends oral history, collective memoir and rigorous research to offer a new perspective on colonial history—a reclamation of Victoria’s past that privileges voices and stories previously overlooked or deliberately suppressed.

Yoorrook for Transformation - Summary Report

Tabled in Parliament 1 July 2025.

The summary report includes acknowledgements, a foreword from the Chairperson, and an explanation of the report’s purpose, structure, and terminology. It also outlines how Yoorrook approached the inquiry.

It presents an Executive Summary of the other Yoorrook for Transformation volumes, highlighting key findings and proposed actions. It includes key facts across five critical areas of injustice affecting First Peoples in Victoria:

  • Land injustice
  • Education
  • Health
  • Housing
  • Economic and political life

The summary volume concludes with the Yoorrook for Transformation recommendations.

Yoorrook for Transformation - Third Interim Report - Vol 1

Tabled in Parliament 1 July 2025.

Volume 1 includes an executive summary and all of the Yoorrook for Transformation recommendations. 

It also provides an overview of five critical themes raised by First Peoples throughout Yoorrook’s inquiry: 

  • The past is the present
  • Sovereignty
  • Self-determination
  • Rights
  • Accountability

Yoorrook for Transformation - Third Interim Report - Vol 2

Tabled in Parliament 1 July 2025.

Volume 2 examines critical issues related to land injustice. Each chapter details what Yoorrook heard, the way forward, and recommendations for change on topics which include:

  • How colonisers stole Country
  • The impacts of Country being stolen
  • Recognition systems, including:
    • Native title
    • Traditional Owner settlements
    • Cultural heritage protection
    • Treaty
  • Key issues around joint management, water rights, climate change, and caring for Country

Yoorroko with Purpose Report

Delivered 30 June 2022.

Yoorrook with Purpose, the first interim report, outlines its journey so and provides a framework for how the truth-telling inquiry will operate. It is structured in three parts:

  • Part A: Describes Yoorrook’s establishment, values, and culturally grounded approach, including challenges faced and how they were addressed.
  • Part B: Explains how Yoorrook analyses information, outlines its research tools, and shares key themes from Elders’ voices gathered during early hearings and yarning circles.
  • Part C: Sets out Yoorrook’s next steps, areas of focus, and interim recommendations to support truth-telling, understanding, and transformation.
